Education is a primary need that at least from an early age to adulthood can be felt by the whole community. Which agrees with the 1945 Constitution article 31 paragraph 1 which states "every citizen has the right to education". But in reality there are still various kinds of problems faced by the community itself, one of which is the problem of costs. According to data from KEMDIKBUDRISTEK, in the 2020/2021 school year, there were 83.7 thousand children who dropped out of school, one of the factors being the problem of costs. As we know, in implementing education, of course, the matter of costs cannot be ruled out, where costs play an important role in achieving educational goals. It is stated in the Ministerial Regulation of the Ministry of Research, Technology and Higher Education of the Republic of Indonesia (PERMENRISTEKDIKTI) number 6 article 2a of 2019 "The government aims to increase access and opportunities to study in tertiary institutions for students who are economically disadvantaged but have good academic achievements." In response to this policy, the Government is pushing again by procuring KIP Scholarships, as quoted on the Ministry of Education and Culture Repository page for 2021 "KIP is tuition assistance from the Government for high school graduates of the same level who have economic limitations but have good academic potential." In carrying out the work program, the Government cooperates with State and Private Universities, one of which is Raharja University. However, there are several obstacles in the process of receiving, filing and disseminating information about the scholarship itself at Raharja University which causes accumulation, loss and damage to documents. Then we need a document- based filing systemWebsite to assist in the process of storing documents and disseminating information regarding KIP scholarships at Raharja University.
